Job Description

The Business Development Specialist II will work as a member of a team responsible for supporting proposals and broader resource acquisition efforts across a wide range of institutional donors. CRS defines institutional donors as government and inter-governmental award issuing organizations as well as foundations, corporations and other awarding non-governmental organizations. CRS’ Business Development staff provide a line of expertise to managerial, technical, operational and partner staff, working to enhance CRS’ competitive positioning, raising CRS’ profile with institutional donors and securing funding for projects.

Primary Function

The Business Development Specialist II will support CRS’ competitive pursuit of institutional donor resources, with a core function of supporting the capture planning and proposal production process with an emphasis on proposal writing and editing. The Business Development Specialist II will be an outstanding proposal writer and editor with experience working under pressure to synthesize complex technical information and create a concise, persuasive narrative that responds to the donor’s needs. Additionally, S/he will work with field and HQ-based staff to guide prepositioning and capture planning processes for strategic country-specific, regional and global opportunities. S/he will provide technical and budget expertise and leadership to proposal development teams to ensure the highest quality standards, responsiveness and competitiveness. S/he will contribute to and support internal learning processes that improve CRS’ BD practice, enhance the agency’s value propositions, and leverage innovative, evidence-based results into new revenue and programming.

Qualifications

* Bachelors or Master’s degree, minimum five years’ international development experience, ideally at least three years of work in a developing country, including leading teams (in field or headquarters).

* Demonstrated experience utilizing diverse, proactive strategies to competitively position his/her organization for new funding and productive institutional relationships. Experience working on food security, global health, and/or emergency proposals desirable.

* Demonstrated experience leading and producing competitive proposals in programming contexts similar to CRS.

* Exceptional writer/editor with demonstrated experience writing and editing proposals, reports or other products by technical writers. NOTE: Writing samples will be required.

* Comprehensive familiarity with a broad range of institutional donor technical and cost requirements.

* Experience with both USAID RFP and RFA funding mechanisms highly desirable.

* Knowledge of 2 CFR 200 and the Federal Acquisition Regulations is preferred.

* Familiarity with relevant institutional donor regulations, policies, procedures and priorities.

* Excellent interpersonal communication and negotiation skills.

* Demonstrated experience managing people and processes, leading teams to produce deliverables under tight deadlines and at exceptional quality.

* Knowledge of CRS programs, justice agenda and Catholic Social Teaching principles a plus.

* Ability and willingness to travel overseas as needed, up to 25% of job time.

* Fluency in English required; working ability in French, Portuguese or Spanish strongly preferred.
