Pathways Recent Graduates: These are Excepted Service appointments. The Recent Graduates Program enables individuals who lack experience to explore Federal civil service employment at the beginning of their careers. The Program engages you at the onset of your work life, before your career paths are fully established. The program lasts for 1 year (unless the training requirements of the position warrant a longer and more structured training program). Upon successful completion of the program requirements, you may be converted to a term, career or career-conditional position. The selectee will serve as a Writer-Editor, responsible for providing support to the Executive Editor of the Proceeding of the Marine Safety & Security Council, a quarterly magazine devoted to the technical and regulatory issues in marine safety, security and environmental protection. The selectee will manage the magazine’s website, a major source of information for the maritime industry and means of information dissemination for the United States Coast Guard (USCG). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Assisting and advising the executive editor and senior officials in conceptualizing, planning, administering and evaluating the programs' “voice” to the industry and the public.
Assisting with the preparation and development of widely varied, specialized publications and information dissemination projects. Examples of such projects include special bulletins, articles for trade journals and conference materials.
Responding to a wide variety of routine requests from the media, the public and industry for information on both technical and policy aspects of the marine safety, security and environmental protection programs’ activities, goals and objectives.
Advising on the planning, developing and implementing a global publications program concerning the marine safety, security and environmental protection program’s activities, decisions, goals and objectives.

To be eligible for the Pathways Recent Graduates Program, you must have completed a qualifying associates, bachelors, masters, professional, or doctorate from a qualifying educational institution within the two years preceding the closing date of this announcement; or if you are a Preference eligible veteran who graduated from a qualifying program and were precluded from applying due to military service obligation, you will begin your 2-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed 6 years from the date on which you completed your degree (or certification).
You qualify at the GS-11 grade level, if you possess one of the following:
One year of specialized experience equivalent to GS-09 level in the federal sector. Examples of specialized experience include: Managing a periodical bulletin on marine safety or similar topic; planning future topics and designing individual issues as well as reviewing and selecting individual articles; monitoring printing and editorial contracts; composing speeches for officials, press releases for organizations, and responding to inquiries on complex issues related to the enforcement of legislation on marine safety/environmental protection; OR
Ph.D. or equivalent doctoral degree at an accredited or pre-accredited college or university; OR
Three full years of progressively higher level graduate education leading to such a degree at an accredited or pre-accredited college or university; OR
LL.M. at an accredited or pre-accredited college or university, if related.
You qualify at the GS-09 grade level, if you possess one of the following:
One year of specialized experience equivalent to GS-07 level in the federal sector. Examples of specialized experience include: Examining brochures and press releases before materials go outside the program office or public for publication or advertisement of events; reviewing material for clarity and for consistency with the agency's policies and style requirements; writing internal newsletters and reports for consolidation purposes; researching and verify materials are factual; OR
Master's or equivalent graduate degree at an accredited or pre-accredited college or university; OR
Two full years of progressively higher level graduate education leading to such a degree at an accredited or pre-accredited college or university ;OR
LL.B. or J.D. at an accredited or pre-accredited college or university, if related.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
