ECS is seeking a Technical Writer/Editor to work in our Washington, DC office. Please Note: This position is contingent upon contract award.Job Description:The Economic Research Service (ERS) is one of four agencies in the Research, Education, and Economics (REE) Mission Area of the U.S. Department of Agriculture (USDA). Its mission is to inform and enhance public and private decision-making on economic and policy issues related to agriculture, food, natural resources, and rural development. To accomplish this mission, ERS economists and social scientists develop and disseminate 508 accessible economic, social scientific and statistical information to the public. The program encompasses research; analyses of food and commodity markets; policy studies; development of estimates, forecasts, and other economic and statistical indicators; and development of data sets compiled from diverse sources.To support the ERS mission, the division: Publishes agency-sponsored research reports and periodicals Builds and maintains a powerful analytic and communications environment Delivers modern information technologies and resources to the desktops of ERS staff Trains ERS staff to take maximum advantage of those technologies and resources Develops and maintains information and data dissemination systems to deliver the agency's products in an effective, efficient and timely manner that complies with current Section 508 of the Rehabilitation Act, laws and regulations and USDA directives and guidance.RequirementsThe USDA requires a full-time editor to edit research reports and magazine/journal articles and rewrite material, as needed, for clarity and accuracy. Specific requirements include:Edit and review text for statement of purpose and thesis, logical organization, and publishing suitability.Have skills in interpreting highly technical or controversial information so that it is clearly and effectively communicated to various audiences.Have skills and experience in editing charts and tables both for manuscripts and for posters.Write report summaries and social media content and follow established procedures to obtain necessary clearance of such materials.Be responsible for reviewing and editing content to assure that it is accessible as defined in Section 508 Standards as it pertains to guidelines (Web Content Accessibility Guidelines, HHS 508 checklist, and U.S. Access Board requirements) for content accessibility. Content must be fully compliant with Section 508, without reliance upon exceptions (except on very rare occasions and as approved in advance by ERS), and with all other applicable laws in effect from time to time during the term. Contractor's work will include any Section 508 compliance elements such as formatting and editing of Word documents that make documents accessible when importing into InDesign and exporting as accessible PDFs (including accessible tables in both Word and PDF formats); the maintenance and remediation of accessible PDFs; editing and maintaining document's structure for 508 accessibility for long descriptions, alternative tags, text versions, transcripts, charts, tables, lists, and file's metadata; and knowledge of testing for accessibility in Adobe Acrobat and other remediation software. Contractor shall coordinate its work with the ERS editing staff responsible for Section 508 compliance oversightRequired Skills:Bachelor's degree in communications, media relations, public relations, or a related field8 years of experience in writing, editing, and technical communications.Exceptional written communication skills that include independently editing technical/professional and/or scientific publications against conformity with professional standards for structure, format, grammar, punctuation, and spelling; rewriting and reorganizing scientific and technical terminology and content for clarity; and preparing documents for publication; confirming sources by researching facts, dates and statistics.Exceptional interpersonal skills to build teams and trust among known and unfamiliar professionals in a Government scientific environment.
