This position is located in the Office of the Deputy Administrator (ODA), Livestock, Poultry, and Seed (LPS) Program, Agricultural Marketing Service, in Washington, DC. ODA is responsible for formulating and administering policies for marketing services and regulatory activities related to: commodity grading and certification for livestock, meat, eggs, and poultry; purchase specifications and requirements for meat, eggs, poultry, and fish procured for Federal food and nutrition programs; market news reporting for livestock, meat, eggs, poultry, wool, and grain products; standardization services for wool, mohair, livestock, meat, eggs, poultry and related products; oversight of research and promotion boards for beef, pork, eggs, soybeans, sorghum, and lamb; monitoring and analyzing scientific research and information; and seed regulatory and testing activities.
First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected.
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The incumbent is responsible for developing and editing regulations, notices to trade, letters and memoranda, background/briefing papers, news releases, internal newsletters, and preparing other written material for the Program and senior agency leadership as required. Incumbent often works under extreme time constraints and must be able to process information quickly and accurately, relying less on associates for information and instead will draw upon prior knowledge and experience of Program procedures and previous activities. Incumbent's duties also include creating documents from source materials (such as written statements and interviews with managers).
From brief notes or oral discussions with the Deputy Administrator, Division Directors, Chief of Staff, or technical and administrative employees, incumbent reviews and ensures all regulatory language is in compliance with Federal Register and Government Printing Office (GPO) requirements, develops replies to incoming correspondence or initiates outgoing letters, memoranda, and articles regarding the various Division activities of the Program, and writes internal instructions, notices, and procedures applicable to all phases of the Program's operations. The incumbent is responsible for developing and maintaining standard operating procedures for the handling and processing documents requiring ODA approval or signatures within LPS.
For the purpose of polishing written materials prepared by other employees of the Program, incumbent reviews such material and makes editorial changes when necessary to clarify vague or misleading statements; rearrange portions to achieve more effective presentation; corrects errors in grammar, spelling punctuation, and GPO style rules; confirms that data are adequate and correct; and assures that Program procedures are followed. In some cases, the incumbent draws upon knowledge and experience to create a more complete draft.
The incumbent will use knowledge of subject and program areas to make suggestions regarding content of documents, as well as make directive decisions about the nature and appropriateness of the document.
The subject matter of the material prepared or reviewed by the incumbent is technical in nature. The terminology used must be exact in its meaning, and the proper terms applicable to the subject must be consistent in all instances. Incumbent prepares and submits a draft of the material proposed to the technical employee concerned. Occasionally, conferences are necessary to satisfactorily determine interpretations and to arrive at the proper descriptive terminology applicable to livestock, poultry, shell egg, meat, meat products, wool, and seeds.

Writing and editing regulatory documents, per the Office of Management and Budget or the Federal Register guidelines.
Analyzing complex and/or sensitive policy matters and negotiating with program personnel and senior officials regarding effective approaches to communication issues.
Understanding of policy issues impacting the livestock, poultry, and seed industries.
Planning and carrying out multiple assignments/projects with competing deadlines in order to meet time and quality requirements.
Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher level graduate education leading to such a degree OR

Using advanced knowledge of grammar, editing, and composition practices (such as the use of logic, parallel construction, transitions, and similar elements), style requirements, and effective communication concepts to develop, restructure, and revise complex scientific and/or technical documents (including high-level speeches/talking points, program/organizational strategic plans, and other mission critical documents) appropriate for a broad range of audiences.
Using advanced research, interviewing, and data-gathering techniques to obtain accurate, responsive information for a wide variety of communication products.
Using established contacts in the appropriate private industry, agency, and programs for information and assistance when developing content for documents.
Reviewing, editing, and presenting more complex regulatory documents (e.g., rules) and policy briefings for senior/political officials.
