HRSA's Executive Secretariat provides leadership, management, and guidance HRSA-wide for correspondence, policy and information coordination, and Freedom of Information Act (FOIA) requests. The ideal candidate would possess experience writing, editing, and reviewing documents for proper grammar and format.

As a Management Analyst, you serve as a staff analyst, evaluator, and advisor to management on the effectiveness and efficiency agencies, and their components to carry out their assigned programs and functions. Your work includes a variety of management analysis assignments that involve the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational administrative operations to determine their efficiency and effectiveness.

Your major duties and responsibilities include:

\tAnalyzing and evaluating the management practices and methods, and administrative operations of an organizational unit or segment of an organizational unit.
\tCompiling data and preparing administrative status reports.
\tReviewing internal processes and procedures, making recommendations for improvements to promote efficiency and cost savings.
\tEvaluating the quality, effectiveness, and responsiveness of the management services and in identifying areas for potential improvement.
\tDeveloping policies, guidelines, instructions, and procedures for administrative and management requirements.

In order to qualify for this GS-9 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: providing recommendations for improving the effectiveness and efficiency of program operations; assisting in preparing summaries, narrative statements and analyses of facts; and, assisting in gathering and organizing narrative and statistical information from questionnaires, interviews, and/or comparisons of past and present records.

OR
Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this management analyst positon.

OR
Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this management analyst position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

\tBUSINESS PROCESS REENGINEERING - Utilizes methods, metrics, tools, and techniques to analyze and design workflows and business processes within an organization to improve outcomes, customer service, decrease operating costs, increase efficiency and effectiveness of operations, etc.
\tRESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
\tADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
